Fortification & Food Safety Program
Fortifying the Unfortified
Enable informal small-scale mills to process and fortify ‘Whole grain/Multigrain’ flour using low-cost equipment
Other Initiatives
- Large-scale aflatoxin control among small-holder farmers, leveraging post-harvest centers & Warehouse Receipt Systems
- Mid-size mills compliance

Enable informal small-scale mills to process and fortify ‘Wholegrain/Multigrain’ flour using low-cost equipment
Other Initiatives
- Large-scale aflatoxin control among small-holder farmers, leveraging post-harvest centers & Warehouse Receipt Systems
- Mid-size mills compliance
- Use institutional to build/utilize supply capacity, raise standards, and catalyze retail demand, especially through school feeding e.g. ECD and primary school feeding programs to stimulate wholegrain maize consumption
- Focus on food that is culturally accepted, nutritious and climate-smart e.g. wholegrain flour, millet, sorghum and sweet potatoes
- Building the missing middle of informal processors and farmers supplying into institutions and retail channels e.g. posho mills, improving production and livelihoods
- Drive supply of local supporting products and services by working with local fabricators $ tollers, and local entrepreneurs
- Focus on improving crop yield, food safety and quality
- Key Objectives
- How it Works
- Work with small-scale / micro mills to transform the informal sector- including posho millers– by building capacity for fortification & food safety to supply schools, consumers
- Introduce and scale up fortified whole grain (FWG) meals in school feeding programs to improve nutrition and health amongst children
- Establish large-scale aflatoxin testing and control program – from farmers to millers – supported by a real-data surveillance system
- Demand creation for consumers and advocacy for gov’t regulations
What has been done so far:
- Kenya: Piloting fortification mixer prototype in 11 schools with 3 small / informal (posho) mills
- Partners: DSM, Rockefeller Foundation, WFP, Farm-to-Market Alliance, Vanguard, ATO
- Next phase (2023-26): Kenya (scale-up), Rwanda (scale-up), Burundi, Uganda, Others (Tanzania, Nigeria, Ghana)
- Increased onboarding of schools and millers
- Demand creation activities to grow consumer demand at the posho and community level for fortified whole grain
- By 2031: Scale up in 9 countries across SSA, reaching ~27m beneficiaries
Impact Potential for Kenya by 2031:
0
Kenyans consuming healthier and nutritious fortified whole grain and multigrain meals
0
local millers trained and equipped to supply fortified whole grain flour to schools
0
kMT production and consumption of locally produced fortified whole grain flour
